ACTION ALERT: PLEASE REMOVE SECTION 234 FROM THE SENATE DHHS BUDGET
As you know, this week the Senate DHHS subcommittees released their FY18 budget recommendations. While this is the first step of the process, we have significant concerns with the Senate's recommendation contained in a new boilerplate section 234, which calls for the privatization of the entire system by transferring the full Medicaid behavioral health and intellectual/developmental disability dollars to the private health plans by September 30, 2020.

What We Do
Sanilac County Community Mental Health (CMH) is the county level public mental health agency for Sanilac County residents. Sanilac County CMH serves as the mental “safety net” for residents affected by serious forms of mental illness and developmental disabilities who are covered by Medicaid, the Adult Benefit Waiver and MI Child, as well as individuals who are uninsured.
Sanilac County CMH provides public services to individuals recovering from or living with:
- serious mental illnesses
- serious emotional disturbances (children)
- developmental disabilities
- this includes individuals who may also be diagnosed with co-occurring substance abuse or dependence
Sanilac County Community Mental Health is partner in a four county regional network with Genesee, Lapeer and St. Clair counties, called Region 10. The regional network is managed by the Region 10 Prepaid Inpatient Health Plan (PIHP). The PIHP also serves as the regional Substance Abuse Services Coordinating Agency (CA) for the same four county area agencies. You may access the website of any of our Region 10 partners by clicking on that county in the PIHP logo.
In addition to traditional behavioral healthcare services (like counseling and psychiatric care), Sanilac County Community Mental Health is proud to be involved in local and regional efforts to combat the stigma that is too often associated with mental health and developmental disorders. Clicking the “Anti-Stigma” button will provide information and access regarding some of those efforts.
Region 10 PIHP
The Region 10 PIHP was formed on January 1, 2014 after submission of an application for participation to the Michigan Department of Community Health. The Region 10 PIHP is a Prepaid Inpatient Health Plan consisting of Genesee, Lapeer, Sanilac and St Clair counties.
Functions of the Region 10 PIHP include governance, administrative functions, information systems management, provider network management, utilization management, customer service, quality management, accreditation, external quality review and public policy initiatives for this four county region. Policies guiding the operations of the Region 10 PIHP can be found [here].
